It's really not too hard.

I found the colour dA uses which is: R 187 G 194 B 187.

I created a fiill layer on top of my photo with that colour and set its blending mode to 'color'.
You can play with the transparency and fill if you want to retain an amount of the original colour
or just erase the specific parts where you want to keep the orig. colour.

For the glasses I just used the paintbrush and made two ovals (on a new layer) with various streaks of blues and close colours,
added some light effects and again set the blending mode to 'color'.
Then erased around the glasses so it fit right.

You can use the smudge tool to pull colours in and out of areas as well.

What software do you use now?
You could always go through the painstaking process of using MS-Paint pixel by pixel, lol.

Nice effect on the lenses, good color choice, but it gives the idea of texture as well. Oh for a better camera to use with PS7. But I digress. Good work.
